The SES's local flood guide for Golden Square and Kangaroo Flat says the area has a history of flooding and is especially prone to flash flooding, with recorded floods since settlement in 1850. It adds that properties close to the Bendigo Creek and other waterways are at risk when waterways rise and overflow their banks, and that even a property or business that is not close to a waterway could still be at risk. The SES's flood history page for the council area records that in November 1933 the Bendigo Creek overflowed its banks at Kangaroo Flat, flooding 100 houses and washing away a bridge.
None of these sources mentions floor coatings, so what follows is our inference, not a rule: a garage slab here may have had water on it, whatever its distance from the creek. Tell the provider if it has, and ask what they check about the floor before a coat goes down, and what the quote says if the floor turns out to be damp.
