It covers preparing surfaces and applying paint or other substances for protective, decorative or technical purposes. The Commission's pages do not say whether a resin floor coating is painting. WorkSafe Victoria says concrete contains crystalline silica, that grinding creates silica dust, and that effective dust controls such as on-tool water suppression or on-tool dust extraction need to be used when grinding materials that contain it. Asbestos Victoria says that if you know a suspect material was installed before 1990 it is safest to assume it contains asbestos, and to have it tested if you need to be certain. The Asbestos Safety and Eradication Agency's product guide says paint-on adhesives for attaching floor coverings to floorboards or slabs may also contain asbestos, particularly if black. What changes a quote

Start with the floor itself: what is on it now, how much preparation it needs and whether the job also takes in repairs, which makes it more than one trade. Grinding comes next, because the dust controls and the handling of slurry belong in the quote. An older house can add testing for asbestos before anything is ground.
